<p>The Early Turnover Scheme (ETS) is a financial incentive designed to persuade car owners to switch from diesel to more environmentally friendly models such as hybrid electric cars.</p>
<p>The owner of the vehicle must deregister the current vehicle and replace it with an appropriate eco-friendly vehicle within one month in order to be eligible for ETS. He/she receives a reduced Prevailing Quota Premium instead of having to submit a COE bid for the new vehicle (PQP).</p>
<p>Keep in mind that the bonus is adjusted proportionally to the unused COE. In general, the larger the unused COE when you replace your car, the higher the discount you will receive on PQP when purchasing a new one.</p>

<h3>Understanding the Early Turnover Scheme</h3>
<p>The Early Turnover Scheme (ETS) encourages you to switch out your older diesel buses and commercial trucks for cleaner, greener versions. You will get a reduced Prevailing Quota Premium (PQP) for your replacement vehicle rather than having to put a bid for a new COE. The COE value of your replacement car will be adjusted to reflect any COE refund from your previous vehicle.</p>
<p>As of April 1, 2021, the ETS has been upgraded and expanded to accommodate current Euro IV Category C diesel vehicles. The current ETS has also been replaced by the Enhanced ETS.</p>

<h4>Enhanced Early Turnover Scheme (ETS) (1 April 2021 to 31 March 2023)</h4>

<p>From 1 April 2021 to 31 March 2023, the Enhanced ETS and Commercial Vehicle Emissions Scheme (CVES) are in force.</p>
<p>Existing Euro II, III, and IV Category C diesel cars are qualified for the ETS incentives under the Enhanced ETS. The incentives will depend on the kind of the substitute vehicle registered under the Enhanced ETS, as well as the old vehicle.</p>

<p>Details and requirements for Enhanced ETS eligibility</p>
<p>Your current and replacement vehicles must comply with the following requirements in order to get the advantages of the Enhanced ETS:</p>
<ul>
<li>it must be a Category C vehicle that is not COE-exempt, powered by a diesel, diesel-Compressed Natural Gas (CNG), or diesel-electric engine, registered between 1 January 2001 and 31 December 2013, deregistered between 1 April 2021 and 31 March 2023, and properly disposed of (i.e. scrapped or exported) before the replacement vehicle is registered.</li>
<li>have at least 1 day of COE remaining, or when it is deregistered, at least 1 day of its 20-year lifetime.</li>
</ul>
<p>If it is covered by the CVES, your replacement vehicle must be:</p>
<ul>
<li>a Category C vehicle that is not COE-exempt; a vehicle that satisfies Euro VI or comparable emission requirements and is categorised as Band A or Band B. (if the replacement vehicle is classified as Band C, it is not eligible to be registered under the Enhanced ETS)</li>
<li>within one month of the day the old vehicle's registration was cancelled, and registered by the same owner</li>
</ul>
<p>For instance, if the old car is deregistered on August 15, 2021, the new one needs to be registered by September 14, 2021. The last day to deregister is March 31, 2023, in order to be eligible for the Enhanced ETS as the scheme expires on that day.</p>

<h4>Calculate your Prevailing Quota Premium (PQP)</h4>
<p>When you register your replacement vehicle under the Enhanced ETS, you'll get a lower PQP for your COE. The reduced PQP that you get is based on the unused COE period of the old vehicle at the time of deregistration as well as the remaining 20-year lifetime of the existing vehicle.</p>
<p>Limit the discounted PQP to 10 years by combining the used COE period and the percentage of the remaining 20-year statutory lifetime. The existing vehicle's remaining bonus COE term will be lost. When registering your replacement vehicle for the Enhanced ETS, you must return the rebate amount to LTA if you have already utilised, cashed in, or transferred the COE refund from the deregistered car.</p>
